Guide

Build:
Level:
10 and 11 both work if you don't want to upgrade to max, level 11 is preferable, however.
Gears:
Shield and Damage are generally good but Gadget Charge is also viable for quick access to super. Shield gives him a significant amount of extra health, aiding in survival against bulky close-range brawlers who could potentially take him out when he's using his super. Damage provides a small amount of extra damage when at low health which can make the difference between life and death.
Gadget:
Dodgy Digging is the best gadget for Moe as it gives him access to the best weapon in his arsenal, his super. The ability to gain your super almost instantly is incredibly useful and deadly.
Star Power:
Skipping Stones provides Moe with an extra split to his regular attack, it doesn't increase the range in length, but it provides a wider scope to hit your enemies with. The combination of this star power with the Dodgy Digging gadget allows for almost instant super charging if you hit your shots, giving you a large advantage over your opposition.
Best Game Modes:
-Heist:
Charge your super via the usage of gadgets and then use super to charge in and deal massive damage to the safe. A good player should be able to go in and out with minimal health lost.
-Gem Grab:
Play the game out normally charging your super with either gadgets or regular attacks. If your team plays offensively and has the most gems, you win. However, if the opponent has majority of the gems and if it's a win or lose situation, use your super to close the distance between you and your opponent and shred through their health.
Best Teamates:
-Spike:
Both have splitting attacks that make it very hard for the opponent to avoid, allowing both you and your teammate to charge your super and defeat the enemy.
-Doug:
A decent healer with good bulk to protect Moe from shots and heal him in the time being. Once your super is charged, throw it at Moe and get them to charge in, dealing massive damage and giving Moe a second life in case of defeating.
Overall Strategy:
You always want to have your super or at least be close to getting it, through the combination of both Dodgy Digging and Skipping Stones, you should always get your super relatively quickly, giving you a clear advantage. At the beginning of most matches, you want to play defensively and charge your super, Moe has decent health but he can only take very few shots. In order to maximize damage, aim your shots to hit just beside your enemy, this provides the most damage through the usage of the Skipping Stones star power. Upon gaining your super, use it very carefully. If you aim at large groups of brawlers or close-range brawlers, you will likely lose the match-up, aim for long range brawlers mainly as they are unable to exert a large enough amount of damage in enough time to defeat you. Try to seclude your enemies from their teammates before swiftly dashing in and taking them out. After defeating them run to the closest bush and jump out of your driller and heal up before going back into the fight.
Pros:
-Moe has the smallest hitbox in the game allowing him to avoid various different attacks easily.
-Moe can exert a large amount of damage per second through the usage of his super.
Cons:
-Moe has a strange aiming system that is difficult to some and hard to use.
-In order to receive Moe early you have to pay but you can always just wait for him to release.
Notes:
-After exiting his super, Moe has full ammo, this can allow you to unload all your shots, use super to dash towards enemy or away, quickly exit super and unload all your shots again.
Overall Rating:
Moe is an incredibly broken brawlers with high damage output and speed, decent bulk, and extremely good gadgets and star powers. He is viable in many different game modes and works well in most team compositions. As of making this, Moe is at the top of the Meta tierlist, proving his rating and useability.
